This proverb states that even a challenging situation (like muddy water) does not cause major disturbances, unlike a situation that is much more complex (like seawater) which is prone to waves. In other words, it means that in times of peace or stability, one should not expect disruptions. This brings to mind the equivalent English proverb « Still waters run deep », which conveys the idea that calm situations or people can be more profound or dangerous than they appear.
