This proverb means that when one has a clear vision and good understanding of the situation, it becomes easier to make decisions, whether to move forward or to retreat. In any given situation, it is important to know when to advance (take action) and when to retreat (withdraw). An equivalent English proverb would be: ‘Sometimes you need to take a step back in order to leap forward.’
