This proverb applies to the small and weak who suffer from oppression: they lack the means to defend themselves by their own strength and cannot retaliate against their oppressors. They also lack a mouth to plead for help. Therefore, they wait patiently for God, or fate, to render justice. The equivalent in English might be ‘The weak have no other justice but God’s’.
